Dan Manolescu este Doctor in Economie (titlu acordat de ASE Bucuresti) si absolvent al Facultatii de Drept a Universitatii din Craiova. Din 2007 este Consultant Fiscal, membru al Camerei Consultantilor Fiscali din Romania, unde in prezent detine functia de Presedinte. Din 2008 este si Auditor Financiar. In ianuarie 2013 a fost numit Secretar de Stat in cadrul Ministerului Finantelor Publice unde a coordonat procesul de rescriere a Codului Fiscal si a Codului de Procedura Fiscala care au intrat in vigoare incepand cu anul 2016. In 2016 a primit titlul de Eisenhower Fellow.
